ISAF General Assembly 2012 – Election Of ISAF Officers

The election of Officers of the International Sailing Federation, will take place at the ISAF General Assembly in Dun Laoghaire, Ireland on 10 November 2012.

The ISAF Annual General Meeting is held at the close of the Annual Conference, and every fourth year is known as the General Assembly and brings together all of the Member National Authorities (MNAs), who represent the nations within ISAF. At the 2012 General Assembly attendees will go about their usual business which includes reviews of subscriptions, applications for full or affiliate membership, ISAF Class Championships and any regulations made or amended.

In addition to their ordinary business election of Officers, ISAF President and seven Vice-Presidents, and the appointment of Council members will take place. Officers are elected for a four-year term which will start on 11 November 2012 and end at the next General Assembly, to be held in November 2016.

The method of voting for the President is set out in Regulation 4.2 and with three candidates in the running the process is simple. If one candidate receives over 50% of the votes in the first ballot, they will become President. If no candidate exceeds 50% of the votes then a runoff vote will be held between the top two candidates.

Fourteen candidates are all vying for one of seven Vice-Presidential spots, and under Constitution 64, two of which shall be women.

In voting for Vice-Presidents successive ballots will be necessary, this is set out in Regulation 4.3. The first ballot will see MNAs vote for one candidate and if one candidate receives more than 50% of the votes they shall be declared elected. If no candidate receives more than 50% of the votes, then a runoff vote will be held between the top two candidates.

After five ballots, if a woman has not been elected then a sixth and seventh ballot is among them. If after six ballots only one woman has been elected, the seventh is taken in which only women candidates are eligible.

The voting process ensures that in order to be elected a candidate must have received more than 50% of the votes.
